Paid bribe to transfer electricty meter from builder name to my name

Inorder to transfer meter to my name I went to Mahadevapura BESCOM office and enquired the procedure to get the work done. None of the officials were co-operating in giving details about the task. Finally one of them asked me to talk to agents who are standing near the entrance of the office. Upon talking to him he quoted about Rs.1100 and work will be done in couple of days. When questioned on why to pay that sum, he said he has to give each govt. officer his share of money for doing this work.
