Paid Bribe to verfiy my address for Passport

I applied for Passport, and as per process the nearest police station will verify your address. So after some 30 days one police constable came to my house and verified every document and told me to come to Police Station.
I reported on the told day to that police station and then he asked me that give some "Kharcha-Paani". I told him that I dont have money as I am a college student and currently I dont have anything. He told me that then why did I come and I should forget about Passport. I aksed how much you want?
He asked for 500 Rs. I told him that I dont have that much I am having only 100 rs. He said "No problem that will do."
