Paid the "Fees" for power of attorney

I had to give a power of Attorney to some one since I dont recide in the country. When I went to the municipal office, I still have no idea how much it will cost but was told by the some person down the office that they will take care of everything including typing the doc etc... and the "Fees" is 1500 Rs. There was no way to find out how much it will actually cost since there is no fixed rate at the office for the services offered. To reduce the bribery, I would start by writing down the actual government rates in a board where everyone can see them.
