Paid for new labour certificate

Officer walked into our company and asked about labour certificate. As we are a startup did not have the same. He wanted cash of INR 36000. We took money from ATM and gave the same to him. After 2 weeks he called and asked to come to nearby hotel. There he handed over the certificate. The actual fees on the certificate was 8000 INR ( as we had only 35 employees).
Time of incident was about 12:30 PM in the afternoon.
Officer name is Ramesha Naika - Labour Inspector.
