Passport Bribe for Police verification and LIU

I paid 1200 for police verification. and 800 for local police verification. and after that Police misplaced my one verification form and I have to travel 3 month for police Thana for again submitting the verification report. and one day LIU called me and say for 2000 rs and I paid 1800 rs. and He said don't contact to Thana. it will not good for you. and from oct to till now i didn't get my passport yet.but what is the story behind this i don"t know. but this is Our India. shame on the Police and our Indian system.
I paid 1800 rs from my sad heart. :(
