Passport inquiry "fees"

I received a call from an officer from the J C Nagar Police Station asking me to appear there for completing formalities regarding the passport inquiry. I had all the documents in order and after getting the documents and the forms signed by me, this person said that it's done. As I was about to leave, he asked me for "fees" and asked for Rs. 300. I asked him pointedly saying "This is not regular fees, is it?" and he then began to say he should have charged me Rs. 500 or more. There was an implicit threat of not clearing my passport verification forms and leaving me with an invalid passport.

The experience left a bitter taste in my mouth because I went back wondering that if everyone had to pay to the tune of 200, 300, 500 etc. for a small piece of work, how on Earth would the poor be able to get anything done here?
