Passport Police Verification requires Bribe

I was asked for police verification along with two friends, so total three, they asked the details, where we all are working. They demanded larger sums of Rs 2500 per person, as we are earning good, but we settled it at Rs 500 per person.
The reason for asking the bribe was that they have to share it with police commissioner, and then police commissioner to higher authorities and ultimately, they have to pay it to ministers.
