Passport verification at Police Station itself with Bribe given

I had applied for the passport for my children. There is a procedure of police verification. Generally police should visit your home and then do the verification but in this case, I have got a call from Police station. They provided me with the reference form. Told me to get it signed from the neighbours and bring it back and also paid a bribe for getting my report clean. In this way, there is no transparency and criminals can take a benefit of this prevailing malpractice.
