Pay to avoid being labelled a 'thief'

I had applied for passport and it had arrived. The police came for verification. Initially they called me when I was in Chennai and harrassed me to come early. The police officer came in plainclothes to my home to verify - verify if I pay up Rs 300. He wrote down the particulars he is supposed to fill up in the verification form. With spelling mistakes that I had to correct. Then he waited as if he wanted my permission to leave. He said "300 sir" when I walked with a 100 Rs note.
If we refuse to pay up, he might have not sent the verification note. He might have written 'locked home' or some such report and we would then have to run to the passport office and pay several more bribes. ********** be he will label me as a 'thief'. The sad part is that fake passports are made by terrorists so easily while law-abiding citizens have to pay up a bribe for their things to be done.
