Pay Rs 50 to receive passport sent via speedpost by passport office

Passport office sends issued passport via speed post which has already been paid. Though the postman delivering passport will asked for 50 Rs as a bribe to hand it over to me, it happened twice once for my wife and second time for my son. The threat given was if I don’t pay the money they will return passport to passport office stating undelivered.
