Paying Bribe for filing monthly returns

HI,

We have been asked to pay Rs. 1500 for Superintendent and Rs 1000 to the excise inspector every month for filing excise returns and a yearly formality of Rs 10000/- to the same department again over and above the amount paid monthly. Not sure how to aviod this....
