Paying Bribe for Registering a house is a Norm

I had to pay 10000 Rs for registering the house and on inquiring other owners in the apartment (having 1000 houses) before registration everybody said they paid the same amount!!! Obviously this much money government officials cant hide in India and so naturally gives rise to money laundering
