Pick-up of dead dog lying on road-side

There was a dog killed by moving vehicles on the main road in front my showroom.I called the municipal(GIDC) office.They did send their men within 2 hrs,but the staff was not ready to pick up the dog even though its their official duty.They demanded Rs.200 and i had no other alternative but to give-in to their demand.These is the situation in each & every city of the country.Even for basic necessities,we have to pay bribe.
P.S My city is Vapi,but u don't have in city list,so pls do add it to list.
