Police asking for money for doing police varification for Passport

Police in Vishali sector -6 forcefully taken 1000 Rs for doing police verification. He was saying that "Hame upar walo ko bhi khilana padta hai !". Why should we pay for this, are not government is taking tax for providing salary to these personals. They are getting the salary and why they are allowed to take advantage of there position
