Police made verification at a local sweetshop

My wife applied for a passport in 2008 and the local police did not come to the hoiuse to verify, did not call us to police station, but the officer called my father in law to mmet him at a local sweet shop. There he asked Rs 700 for the police clearance becuase of some supposed problem in the documents. Whatever the irregularity, that can be rectified with a bribe and all we here that our country is being targeted by terrorist, hightened security etc. Does the police department understand whatnational security is?
