Police officils asking Rs.500 to give Police Clearance for Passport

My brother had gone for his Police clearance certificate for his passport with all the required documents and on the date given by the police department. Even still the police asked him to pay Rs 500 to process his document. Even after knowing that my brother is just a college student, the person kept on insisting to give them 500Rs or else the file wont be processed further.
