Police wanted bribe because we renovated our bathroom

Last month, my parents were having some work done on our bathroom. We own our flat. One day, the police came to our house saying that we didn't have a permit for renovations. My father was not home, so he had the work stopped and asked for my father to come to the station.
My father went to the station to find out what happened and explained to the cop that we owned the property and since the construction was indoors, it was allowed and nobody's business.
The policeman had no case, but he said that he would back down if my dad paid some money. We paid Rs.300 and he got angry, asking for Rs.5,000. For what???? My dad promised to return the next day with the money, but did not. The cop did not return, we were fine.
