Postman hints/requests for money to deliver PassPort

I got the Passport and Post man didn't deliver immediately and intentionally wanted to come to post office and says indirectly that you will go to abroad so give us a gift or some thing and says some 200inr or so.. but i didn't agree but just paid 50 rupees.
