Last time (around 10 years back) I had to get my passport, I was required to shell out a Rs300/- much before my application was processed. I was clearly told that without this my case will not move. So this what I call a prepaid bribe.
Things have changed for good :-) So this time around, the complete process was seamless, obviously I figured out that the policemen / policewomen doing the verification are overloaded causing delay and inconvenience to people. Moreover, there was no such claim that my application won't move if I don't oblige.
So, things went on good and at the end as a waiter in a hotel expect a tip, wo(men) in the khakee expect the same.
Some call it "fee", some call it "kharcha-pani", some say "kuch dekh lo yaar" and others muse "jo khushi ho".
