Project No-dues

I finished my Ph.D in AIIMS, but for my degree I need no-dues. I have cleared all no-dues from institute but no-dues from ICMR was left. I tried many time but I am failed. finally, I paid Rs. 1000 to one clerk and I received my all no-dues without any problem. I also feel principle Investigator (PI) also humilate the student to sign the no-dues. There is lot of corruption also present in research funding agencies like ICMR, CSIR, IACR etc. These institute alongwith PI humilate the student to senction his/her project fellowship. Principle Investigator also misuses the research funds as a pocket money. They recevie bribe from companies in lieu of purchasing chemicals/ sceintific instruments etc. We need watch dog on this matter also.
