PUC Problem

I was not able to find PUC in my car when asked for all documents during the inspection.Since I was travelling from Bangalore to Mumbai, my car was filled with toll papers.I showed all the other documents.So the guy asked me to come to police station or pay the money.It was 5 in the morning when he stopped me.
