I have been an NRI all my life. During a 3 month internship in Mumbai I commuted by the trains every day. One day I was among a big group of people caught for crossing the railway tracks. I contested the validity of the charges given that during my commute so far I had not seen a single sign saying that it is illegal to cross the tracks and what the fine for this offence is. I was kept in a room with all other individuals caught and one by one each person was taken to another room where the main cop sat. When my turn came I was asked to pay Rs.500. I gave Rs.100 and ended the matter.
