Reconnecting the existing sewage connection to the newly laid pipes

BWSSB increased the size of existing sewage pipes, all the connections were removed while they were laying new pipes, to reconnect our sewage pipes they asked 1000 rupees to 5000 rupees from each house,if we didn't pay they threatened that they will not connect our sewage pipes, the work they should do with out taking any bribe as we never asked them to increase the size of existing pipes. with a lot of fight with the contractor and lot of complaints he settled for 250 rupees.
