To register an accident

My husband and I had a n accident on the 15th November 2011, which was entirely the fault of the other driver. we were both unconscious and the person concerned said we don't need the police, as I am an honourable Goan man and will pay all expenses. When he got the bill he would not pay.
MY husband had a broken knee cap and couldn't walk so I later went to the police station and was told I had to register the accident on the day, and could not do it then.
I paid an officer 500 rupees and he registered the case, but I have not heard any more about it.
