Registrar of Cooperative Societies, Maharashtra charged Rs 7 Lakhs to register redevelopment

I live in one of the first cooperative housing societies in Mumbai. As we have unused FSI and were facing shortage of space, we decided to re-develop our society. It took 5 years to complete the necessary process (resolutions, appointing architect, tendering for prospective developer etc) To take this ahead we needed a certificate from the registrar of cooperative societies that all the processes were duely and transparently followed. Accordingly we passed a resolution selecting a developer among those who bid in the presence of ROCS representative.
Registrar of Cooperative Societies charged Rs 7 Lakh bribe to give the certificate which was obligatory to him. The developer (we selected) paid it.
