Registrar demanded to pay at the time of registration

I have paid bribe of INR 2000 to register property rights transfer. The same less registrar demanded us to pay INR 2000 at the time of registration, I have no option I live in other state and I has to leave the city on next day.
If I would have time, I definitely fight for it.
