Registrar not willing to do registration without bribe

I am due to register my property, with Sub Registrar Shivajinagar. The bank officials have already informed me of bribe amount amouting to 18-20k without which registration wont happen. I have tried many ways to speak to them, and get it without a bribe, but no one is willing to even look at my file. I have my loann approved from SBI, and the agents are not willing to take my file for registration since I have told them am not wiling to pay any bribe, since all my documents and payments are in place.
