I had to sell 60 x 40 size plot at the peak of recession. I had bought two plots in yr 2002 with a single sale deed and khata. Now to sell one of them, I needed a partition deed. Registrar office denied considering any application for partition unless I pay bribe through their middlemen. The situation is so bad at this registrar office that unless you are accompanied with a local middlemen, officers in registrar office won't entertain you. Also, even they understand English and few regional languages but still they would speak only in Kannada and that becomes a good breeding ground for asking for bribe as most outsiders in Bangalore don't know Kannada. Registrar, sub-registrars keep smiling. Even when you try to approach them with all papers, they would simply direct you to their clerks and middlemen. I was forced to pay the bribe.
