For the registration of apartment

We bought an apartment for 51.5 lakhs. There were two problems:

1. The owner of apartment wanted us to register the house for only 25 lakhs and give him the rest of the money as black.
2. The registration office took nearly 27K rupees for registering the house (this is bribe). Later we wanted to transfer the Khata (tax account for the apartment) to our name, and they charged an extra *******
