Registration office at Ward no 89, at Kalayan nagar (this place stinks of corruption)

I am an NRI, I had to register a joint venture agreement, at office of Sub Registrar WARD NO 89, AT KALYAN NAGAR. As I did not much time, to wait and finish the job, an agent approached me and got the work done in a day itself. This is not my first experience,even earlier in the same office I have paid bribe more than two times. It is really disgusting . I think the entire proces registration and payment of stamp duty has to be changed where none of the clerks and sub registers come to into picture. Tables of rate structure should be displayed and buyers of property should be allowed to calculate the amount by himself and voluntarily make the payment through stamp paper or direct payment and registration process should be handled within a time limit with no access to clerks and the party involved, If the party has undervalued the property, mechanisam can be set up to call the person and give him an opportunity to present his case. More than 80% people are honest than will not cheat unless compelled
