Renewal of License from the Labor Office

The Asst. Labor Officer visited our premise and asked for the License which was pending for renewal after my grandfather's death 7 years ago. He sent a notice regarding compliance of all the other documents which he never mentioned during his visit. It clearly shows he got a point to pull us in his trap. Eventually i had to visit him and pay Rs.1500 for dropping the case. Now he said the govt fees for renewal will cost around Rs.2200 apart from it he will also take more 'kharcha pani' which i have to pay in order to regularize my license.
