Replacing lost marksheets

I had to register a FIR to get duplicate copies of my BE marksheets. Atfirst the Vashi police station refused to register a FIR, then sent me to another police station and finally after making an affidavit they registered a FIR only after forcing me to pay Rs 200. Since I was in India for a short time, I was forced to pay so that I could return with my copies.
After returning, I even made a complaint on mumbai police's website, but there has been no action since.
