Revenue Inspector playing hard

My wife bought an agriculture land less than an acre. My father-in-law is an agriculturist. We went through a lawyer and registered the land. For change of Khata, the Revenue inspector in collusion with Village accountant stated that the husband should also submit his Pahani papers. I am not an agriculturist. The lawyer stated that this is not required. But the revenue inspector threatened to send an adverse report on the purchase and confiscate the land. So, we paid him 10,000. The papers were processed the next day itself. The next time we buy (if we can afford to), we know the rules. We will not pay a bribe and ask him to take action.
