Rs 1000 Fee for Passport police Verification

I live in Sudamdih area under Dhanbad district. One day I get a call from Usha Rani (SP Office ), she ordered me to come to my house in evening. When I report her she replied me come tomorrow with xerox paper of all educational, Voter card, Pan card etc. Next day again I report her with my belonging, she demanded Rs. 1000. First I resisted but she told me It is a system here you must go through it. Also I come to know our Sudamdih police station has a virtual list of police fee (suvidha sulk) for every case.
