Rs 500 to get my Address verification

I was asked to pay Rs 500 by Police Dept, Uluberia for address investigation. I must say, I was very coward to pay that amount to get my passport on due time. I think, the whole dept is involved to share that amount money. Now, on the era of IAC I confess and claim to stop this kind of bribing.
