Rs 500 for marriage registration

I generally don't prefer giving bribes; however, I don't have any choice other than to give the amount. What i was amazed with is that the confidence with which the person told that these are admistrative charges and has to be given. Although the office boy collected the sum; however, I am sure there is a nexus between all of the employees there. Sometimes, I wonder we are acutally paying someone to just to do his duty.
