I got married one and half year ago. I went to Chirala Sub-Register office to get Marriage certificate, for which I was demanded to pay Rs.3000 as bribe. I did it
HOW DOES THE PROCESS RUN?
Register officers does not take bribe directly, rather they collect the same from the broker at the end of the day, there by one can not catch them red-handed, if IT-raid happens on them.
There were two shops right opposite to Sub-Registers office. If there is anything that needs to be registered at sub-registers office, one has to approach ONLY through these shop waalas (brokers). Brokers will approach the government officer to find out how much bribe he wants and the government officer will pass on the message or the amount of bribe that he wants through broker. We paid to broker and broker has done it.
At the end of the day, officers will collect the sum bribe from these brokers right oppsoite to their shops such that they can't be caught red-hand.
