Rs.5500 bribe for getting khata transfered

I purchased a plot recently, and when i went to bbmp to get the khata transfered to my name, the bbmp clerk at uttarahalli bbmp office demanded a bribe of rs.7000/- and the government fees is rs.2000/- finally i negotiated for an amount of rs.5500/- as bribe and rs.2000/- government fees. as i did not find any other way to get the khata trasfer done without paying a bribe
