It was just outside the Bhubaneswar Railway station, when my training material for my training center( sent from bangalore) , was missing waybill but had attached letter stating that it was for internal usage no commercial value was attached. The officer rejected the letter , but wanted the document or aked me to pay a fine of about 50000 , the cost was about 42000. But the officer wanted 5000 to release the material, else pay fine. as the material was for students training (a govt project) and I did not wanted any obstruction, made a bargain and paid about 2500 to the officer. through his agent hnd( he did not take directly) and left the material.
