Service tax to Get a new International driving license

Its a same old story, wont make it too long.
I went back to India after 3 months of stay in India and needed an International driving license for my next visit. i went to the local transport office where they make the license. I had decided that i won't pay any bribe, but after full day of roaming around, I could not even found the form for international driving license. So finally I contacted my friend, who contacted a clerk and he fixed a meeting the clerk's office. Clerk asked 1200 Rs and said he'll get the form by evening. i was stunned, that is it so easy. But it was true, i got the license by evening duly signed by SDM.
This is my story, do not know who to blame, but it is true..bribe is a menace which is here to stay!!! they call it a service tax.
