This complaint of mine is against a BESCOM officer who sits in the BESCOM office on HAL old airport road next to the children's park. Unfortunately, I don't recall his name but he sports a french cut beard. He is responsible for collecting forms for electricity meter name transfer in Marathalli area.

Recently, I had to visit his office to apply for meter name transfer of my apartment situated near Marathalli. I first visited his office on 17th of October at around 4.00 PM. I paid all the fees and requested him to collect the form. Unfortunately, he asked me to come back later citing reason that he would be unable to verify the documents at that time. Since, I had to leave Bangalore that weekend, I asked if my friend could drop the file later instead. He agreed to that.

My friend visited his office again on Saturday, 19th of October. This time he tried to send him back citing that cash counter won't accept any payments for transfer on that day. To this, my friend replied that the transfer fee has already been deposited 2 days back. This time he agreed to look at the file and came up with some non-sense reason on why my documents were not in order. The point to note here is that those documents were already approved and signed by JE 2 days back. Basically, he was looking for some money from my friend. He asked to pay Rs 500 if we want to submit the file. Since we were already disappointed by his dirty tactics and wanted to save more trips to his office, my friend agreed to pay him Rs. 200 which was all the money he had in his pocket at that time.

I am really disappointed by his unprofessional conduct. Hence, I am writing this complaint against him so that other people who are trying to get the job done the right way knows about this dishonest person and are prepared to handle him.

After a few days, I raised a complaint with AEE (Mr. Sali) of that area. Thankfully, he confirmed that the name change has been done. However, unfortunately, even after asking him multiple times, he refused to divulge the name of BESCOM officer who insisted on taking the bribe. Is he a part of a bigger system? I don't know and hence, I won't comment.

I hope my sharing of this report to IPAB acts as a deterrent to such officers and force them to treat people like me respectfully.
