Spot fine paid and given a bill as not paid

Incident took place at chennai , near koyambedu metro rail station . I was pulled up by a cop at the signal as my friend who was driving my bike did not have a lisence . Then I was asked to pay a spot fine of rs.100 and I paid it . Then I received a receipt stating that spot fine not collected . Even though I was a pillion rider my lisence was taken and I was asked to again pay a fine at the court to get back my lisence .
