Taking a left turn on Red Signal

I was stopped at a Red signal near Pune Vidyapeeth (going towards Shivajinagar). There is a police station just after taking a left turn. There was no traffic police. After waiting for a much time, I decided to take a left turn, as there was no traffic towards Vidyapeeth and mostly left turn is allowed (But it was not the case at that signal). So just after taking a left turn, the hidden assistant to traffic police stopped me and demanded for the license and PUC. Apparently my PUC was expired before 1 month. so he warned me to fill a chalan for Rs. 1000/-. I offered him Rs. 100 and he accepted.
He was hiding there just to catch signal violators. If he really wanted to stop people from violating the signals, he could have stand in front at the signal. But his sole intention was to take the bribes and earn a lot money.
