Talati took 40000 rs to transfer the 7X12 to our name for purchased land

We are 4 friends all from farmers family but presently working in IT Industry.
We wanted to start a agro tourisam business for that purpose we purchased land in Dapoli, Ratnagiri, Maharashtra.
During the land purchase we have provided all the essential documents as pan card, address proof and 7 X 12 for all but talathi tried to delay the whole process then asked us for the certificate from panchayat. After fulfilling that, he said we got delayed in providing those documents finally the man who sold us his land asked us to pay him 40000, and we all are based in Pune it was difficult for us to follow up with him.
Finally After paying the amount, he has finally transferred the 7X12 to our name.
