Tamil Nadu Police is Corrupt, rude, and violates my constitutional rights

Occasion 1: Crossing border between BAndipur and Mudumalai forest. On the Tamil Nadu side I was greeted by Policemen who spotted a bottle of breezer(Alcohol content 5.5% by volume) for personal use in my car. They showed me a signboard of "Liquor from other states is prohibited". They said fine is 1000 and so you pay 100 give us the breezer bottle and go. I requested if this so be the case let me return to Karnataka, 50 feet behind, discard the bottle and resume my journey. They told you know know rules "BEFOREHAND" and come to Tamil Nadu. On this wide country with 3.2 million square kms area, with 28 states, and with non-functioning websites, nil public campaigns on their laws, am I supposed to know all laws?

Occasion 2: Returning from Ooty to Mysore, the officer at Thalaikunda, where a brand new road has been constructed which saves time from ooty to Mysore(via masinagudi), asked for a bribe to let us go on that road which he told was ONE WAY otherwise. I feel this is unjustified and as an Indian citizen I have rights to use highways built by Union of India linking different states. This is totally unconstitutional. (article 19-22)
