Tax Transfer of my Recently Purchased property

Recently purchased one flat, i have submitted all the documents and paid challan. They have given me receipt, with the claim closing date. After closing date, i visited every day and consulted in the revenue department, they have not shown their responsibility. Later the RI comeout for this bribe of Rs 2000, to do Tax Transfer.
I have seen that it is a regular process and they have fixed amount of bribe like government charging challans.
