There is NO way except bribe them if you need to replace your meter.

I had to pay a bribe of Rs.5000 to junior Engineer and line man just for changing my meter as it had stop working. They say they will otherwise will investigate the cause for meter not working and can fine me for tampering which can cost me hafety fine.
Also if would have aggree for the investigation, then also according to them that process would take atleast a month with no electricity or with more electricity bill for that period.
These are disgusting people and demand money like its their fundamental right to demand money.
i got ashamed that i had to pay bribe inorder to replace my meter.
All the electricity department people in Ghaziabad are like this.
