I have purchased a piece of land around 58 cents near my home for agriculture purpose. I gone to the private agency who writes the documents for registeration. Once the deal is fixed we moved to the registeration department for registeration of property documents which i have bought. The agent told me i have to pay atleast 7000 rupees to the officers in the registeration department to get my documents registered. It is a routine procedure. There is no illegeal money i spend or no deduction in tax or any such activity from my side, but still they need the money for doing normal activity. I denied first but they forced me to give the money or else my property deed will not get registered.
Later I collected the registered document from the office and go to village office to get it legalized in the office and pay land tax in my name.
There the other part of the bribe starts. The village officer directly asked me 3500 ruppes to get my tax paid. I was surprised for this. They told me they want to measure the size of the plot and make records. But actually it is part of thier duty actually. I asked why I have to pay. He tell me you have to pay or else you could not get your tax paid. First he has to send the documents send to thasildar and then person will come from there and it will take long time. He collected the money and came to my land then measure the land later he collected the bribe money. Further i was forced to go to his office several times to get it drawn in papers. He then after did not give a approved seal on the document stating he need more money for that. Then he discouraged that. It will become official and he will not do that. Totally I paid more than Rs.10000 to get my documents registered and to pay tax.
I much worried. For information, I am working outside(abroad) and in this country i have never faced such situations. If your documents are correct your work will get done by government authorities with out any delay and pressure. Never i paid bribe in this country. From 1999 onwards I am working outside and so i am not familiar with the system in india, also now only a requirement raise in my life as now i have some earnings to get invested in my home country. But the attitudes in our system does not support or encourage me to invest in my home country.
