Bought a piece of land in Goa a year back. The process of transferring my name into the records is called Mutation, and that appears on form I & XIV or called the Index.
This process, as per the citizens charter should take not more than 60 days. and in my case took over a year.
I met the Collector/Mamlatdar and he asked to meet another official. This official was the "dalal". He said i need to pay Rs.10000 to get my work done. I approached four different references outside. And with their help the bribe was reduced from 10k to 3k. Iam angry and frustrated but helpless.
