This is kind of corruption is open secrete ,without Bribe there is no power,from a small hut to a big industry without bribe they can't get power.if anybody asked them against corruption ,they give permissions to release power without taking an bribe,but after that the play lot of games via rules and regulations ,if that one also achieved then they disturbed power continuously and showing causes,so that no one can give complaint against them.
